Overview
For Assessment 3, all students are required to prepare a 1500-word submission to a simulated NSW Commission of Inquiry into Family Violence. This is an individual assessment. Your report will focus on ways to bring about change.
You are building on your group's presentation to the Commission of Inquiry into Family Violence. You need to identify clear gap/s or issue/s in relation to the topic you focused on in your A2 oral presentation, and provide1-3 recommendation/s for change. You will refer to relevant academic research and primary sources to show why these particular recommendation/s are the best way forward and how they will address the issue/s or gap/s you have identified. The focus of this assessment is not reiterating that there is an issue; it's about critically examining ways of going forward and making effective changes.

Instructions:
1. Incorporating feedback on your oral presentation, build upon your critical discussion of current laws, practices or strategies across government, media, business or community organisations, which addresses the topic you are focusing on. This will require further research.
2. What is the gap/s or issue/s in relation to your topic? You may wish to narrow your focus for more in-depth analysis and discussion. Use the research to demonstrate the issue/s or gap/s that exist, who is impacted (and the severity of this impact), and why this area requires change.
3. Come up with 1-3 recommendation/s that focus on addressing the gap/s or issue/s you have identified. Your recommendations may add to, strengthen or reform a pre-existing law, policy, strategy or idea or you may draw upon one of your own ideas.
4. Develop an argument as to why your recommendation/s are the best way forward for addressing the gap/s or issue/s you have highlighted. To do this, think about the following questions:
• How does my recommendation address this issue?
• What evidence do I have to show that this recommendation is the best way to address the issue? How does my proposed recommendation differ from or add to any frameworks (eg. laws and policies) which currently exist in relation to the issue?
• Are there any state, national or international examples of my recommendation that show its strengths or weaknesses?
• Will the current social or political climate impact my recommendation (eg. funding)?
• Will the relationship between federal and state powers impact my recommendation in practice?
5. Support your report with evidence from a wide range of relevant academic research and primary sources. These may include:
• Frameworks, policies, organisations, campaigns, etc. that have been successful in other states, territories and countries and could help address the issue in NSW.
• Academic journal articles.
• The voices of those who are affected by the issue (for example, see ‘Our journal: A collection of personal thoughts on domestic and family violence' under ‘A1, A2 and A3 Resources' at the end of this document).
• Submissions and reports from past inquiries into domestic and family violence.
• Government and service provider reports, newspaper articles, documentaries, etc.
6. Organise your report according to the ‘Guide to structuring A3 Report', below.
Guide to structuring A3 Report:
Use headings and sub-headings that reflect the contents of each section. (These headings will not counttoward your final word count).
Title Page:
Submission from (your name or name of organisation) to the NSW Inquiry into Family Violence, 2017
Executive Summary:
An abstract/summary of the report.
Recommendation/s:
List recommendation/s. A minimum of one recommendation is required. You may make up to 3 recommendations.
Introduction:
• Outline the issue/area you are focusing on.
• State which of the Terms of Reference for the NSW Inquiry into Family Violence you are addressing in your report (see below for the Terms of Reference). For example, you may choose to focus on: Education and engagement: creating a community that supports respectful and meaningful relationships, practices positive attitudes and promotes a culture of nonviolence. Copy this into your report. (This will not be part of your word count).
• Briefly outline the report's structure, your main findings (identified gap/s or issue/s), and recommendations.
Body:
• Critically evaluate relevant policies or practices in NSW. Use the research to demonstrate the gap/s or issue/s that exist in relation to these policies or practices, who is impacted, and why this area requires change.
• List your recommendations.
• Provide evidence to show how your recommendation/s will help to address the identified gap/s or issue/s and why they are the best way forward.
Conclusion:
Outline the major inferences that can be drawn from the discussion.
References:
List of references cited in your A3 report. (This will not be part of your word count).
Appendix/Appendices:
A list of any attached information that supports your recommendations and analysis (eg. tables of statistics, personal stories, etc).
Terms of Reference: Inquiry into Family Violence in NSW
1. Education and engagement: creating a community that supports respectful and meaningful relationships, practices positive attitudes and promotes a culture of nonviolence.
2. Accountability: ensuring that the response from the police, prosecution teams, community and courts provide an effective response to domestic and family violence, to send a clear message to perpetrators that committing violence is not acceptable, and holding them accountable for their actions.
3. Building on current strategies: supporting, building, complementing and improving systems and processes already in place to provide greater protection and support for victims of domestic and family violence.
4. Holistic, coordinated, appropriate, timely and sensitive responses to domestic violence: building confidence in the reporting of domestic violence and ensuring that victims of domestic and family violence receive immediate and effective protection and support.
5. Early intervention policies and procedures: ensuring that those who are at the greatest risk of violence are identified, to ensure that action is taken to protect those at risk of domestic and family violence and to modify the attitudes and behaviours of perpetrators.
6. Greater levels of research: understanding underlying causes of domestic and family violence including: extreme circumstances, alcohol, drugs and mental illness.
