The purpose of this PPP is NOT to propose an actual solution to the problem, but rather to put forward a plan of how a leader would engage the public in developing a solution should include the following components:

Define Guiding Principles: Define an overarching vision for public participation
Four foundations of the PPP: Categories of information essential to craft an effective public participation plan
A. Purpose foundation - What the public is involved to do and when
B. People foundation - People involved in participation - Who should be involved? How will participants be developed? What's your plan for inclusion?

C. Methods foundation - Methods or tools used to engage the public - how will recruitment occur? What's your decision making process?
Identify target audiences/key stakeholders
Create a message that is tailored to meet each target audience and key stakeholder interests
Identify needs/interests of each target audience/key stakeholder
Deliver message using multiple communication methods to reach each target audience/key stakeholder
Identify the right approach
Identify 2-3 methods of communication depending on the project being worked on
D. Evaluation foundation - Procedures for documenting and evaluating participation activities
Determine appropriate frequency to communicate to each stakeholder using the established communication method
