Metharom Construction (MC) plans to become a leading provider of housing construction and renovation services in the South-East Melbourne area. The company's overall strategy will be based on a continuing improvement process of setting objectives, measuring results, and providing feedback to facilitate further growth and progress. They have been involved in large scale construction for 3 years and are now branching out to residential housing.
During this unit, you will need to take on the role of the site supervisor. Your responsibilities are to: enforce site safety plans, ensure all tradespersons are inducted before they begin work, ensure currency of project documentation, make changes to specifications to incorporate client requirements, ensure that any contractors are complying with site rules and safe work method statements, identify and correct hazards, ensure that the site is ready for each trade before they arrive, and have frequent toolbox talks to ensure that WHS procedures are known and followed.

Assessment Task 1
Meet with the surveyor and the engineer (to be played by your assessor and another trainer) to determine requirements for applications and approvals, relevant to this project.
You will need to discuss:
a) The approvals required at each stage of the build (including planning permits and certificate of occupancy)
b) Information and documents needed to submit the applications
c) Who is responsible for granting the approval
d) Where cooperation from the client will be required
e) When in the process the client will be updated about progress
Your assessor will be looking for:
• Knowledge of the approval and permit system for builders in Victoria
• Oral communication skills, including cultural sensitivity
• Analysis of the project documents
• Use of non-verbal communication
a) Discuss the approvals required at each stage of the building work
b) Identify information and documents required to submit applications
c) Determine who is responsible for gaining the approvals
d) Explain where cooperation from the client will be required (throughout the application process)
Assessment 2: Prepare a permit application. Please note that the details regarding this assessment continue onto the next page. (Maximum of 800 words)
Prepare a planning permit application for this project, using the information supplied in the project documentation. This document will be submitted to the Victorian Department of Environment, Land, Water and Planning (your assessor).
In order to be considered by the Department, your application must include the following:
a) A plan that shows the boundaries of the site, including neighbouring structures (this include fences)
b) An explanation of the levels of the site, and those of neighbouring properties
c) Location of street frontage, and how the building is compliant with regulations
d) A design response that explains how the design of this house fits with the existing structures in the neighbourhood (consider whether this home would upset those already residing in the area, and heritage overlays)
e) A completed ‘application for planning permit' form from the Metharom organisational documents
Maximum of 800 words.
Assessment 3: Write a report that evaluates the application for planning approvals, and recommends the best course of action to the client. (Maximum of 1000 words)
Unfortunately, your application for the planning permit has been rejected on the grounds of not being sustainable. As the client still wants to continue with the project, therefore you will need to amend the plans in order to receive approval. The client has stated that as long as the street view of their house and the layout of the home is unchanged, then they approve required alterations to the plans.
In order to continue, as requested by the client, you are required to:
a) Determine the financial effects that the delay is having on the works.
b) Alter the plan to include a minimum of two structures that will make the building more sustainable
c) Make amendments to the plan to include information about the sustainable elements of the building (including building materials) and how the building is environmentally conscious
d) Analyse whether an appeal would be more efficient than producing the required documents, and make a recommendation regarding whether the client should appeal or amend the application.
e) Complete an ‘amend a planning permit' form
These documents are to be compiled into a written report, with a maximum of 1000 words.
