One of the more obvious reasons for including non-state actors such as businesses and business conglomerates into the international human rights regime was to influence the behavior of these organizations to practice human rights-friendly business practices; nation-states haven't been the only human rights-violators throughout the years. (Seppala, 2009) But another reason was to influence where these companies did business as well. Now to be clear, this is not an official form of sanctioning; or in other words, enforcement. Sanctions would be "hey, you can't do business in country X or there will be official punishment for you as well." This is instead, "gee, it isn't a good look for you to be doing business in country X because of their known abuses of human rights; just something to think about." In other words, it is a form of shaming. (Hafner-Burton, 2008) The most prominent example of a nation where a company would be publicly shamed for even considering doing business is, of course, North Korea. It is true that much of the almost non-existence of any legitimate economic within the DPRK also is a testament to a vigorous series of sanction regimes, both internationally and by individual nations. Also, the state-ideology of Pyongyang isn't one for the free-flow of capital. However, if you removed these barriers but kept in place North Korea's reputation for oppression and state-sanctioned murder, outside of maybe their benefactor China, hardly anyone would want the stigma of associating with them.
