Some of these changes include:
• 2001 Patriot Act that basically allows law enforcement new authority to conduct searches, monitor transactions and conversations, and detain and deport individuals.
• 2002 Creation of the Department of Homeland Security to coordinate a national strategy against terrorism.
• 2004 Intelligence Reform and Terrorism Prevention Act. Directed changes to reform intelligence to include the creation of an Information Sharing Environment Program Manager (IPM-ISE).
Former President Obama improved information sharing by issuing a 2009 memo directed to the heads of executive departments and agencies to take action for a transparent and open government.
President Barack Obama, January 21, 2009:
My Administration is creating an unprecedented level of openness in government. We will work together to ensure the public trust and establish a system of transparency, public participation, and collaboration. Openness will strengthen our democracy and promote efficiency and effectiveness in Government.
