Description of the problem and its background

Around two million burglaries are reported each year. It has been documented that, "Neighborhood Watch is one of the oldest and most effective crime prevention programs in the country, bringing citizens together with law enforcement to deter crime and make communities safer." ("National Crime Preventions Council", para. 1). It is not intended that watch groups should assume the actual responsibility of the police; but their duty is to ask neighbors to be alert, observant, and caring-reporting any suspicious activity or crimes seen the police immediately.

While there are many tips that each neighborhood watch can implement to make a neighborhood safer, we would like to focus on the specific tip defined by the National Crime Prevention Council: Hold regular meetings to help residents get to know each other and to decide upon program strategies and activities.

In efforts to increase participation by residents by way of convenience, we purpose development of an application that will replace the necessity of physical presence requirements. Actual physical presence in meetings is not necessary due to proposed connected environment of residents.

Problem statement

Even though neighborhood watch is considered as one of the most effective crime prevention programs in the United States (Bennett, Holloway, Farrington, 2006), people's lifestyle in today's world create a need to replace the traditional methods of neighborhood watch with a smart neighborhood that is characterized by less time-consumption and uses more sophisticated applications across devices within a neighborhood.
