Belief and values within organization-passive cultures

Organizational culture is a shared set of belief and values within an organization. In passive/defense cultures, members are defensive in their actions. I think this would be part of a legitimate power. They try to defend themselves in the fact that they try to use their "powers" to control one's behavior. I would think that constructive culture is like how Herb Kellher runs Southwest Airlines. His members are encouraged to work together in ways that meet higher order human needs. In aggressive/defensive culture, I would best relate that to the supervisor in the navy from the article we read a few weeks back (I can not recall his name). He was very forceful in his interactions with his subordinates in his company.
