Assignment - Construction Management Plan
Overview
You and your business partner have just formed a new construction company, and have successfully tendered for your first project. a small industrial estate in the eastern suburbs. The project consists of 12 warehouses in a row, each of the same size being 30 metres deep by 15 metres wide. A common driveway runs down one side of the site to provide access. Each warehouse also has a small 2-level office space at the front, and 3 car parking spaces.
The site for the construction of the warehouses has a substantial fall from front to back of approximately 6 metres, so bulk earthworks will be required to create the bench for the warehouses. On both sides of the site there are existing precast panel warehouses. and there is no access available from the rear of the site. The only access to the site is at the front. from a busy four lane main road.
The construction of the warehouses is precast concrete panel walls, structural steel frame. metal deck roofing. aluminium shopfronts, concrete floors and external paving. The office component of each will have a unisex disabled toilet, a lunch room. and 80m2 of air-conditioned open office space. Assume that the design work has been completed, and that a Building Permit is about to be issued for the project.
NOTE - If you make any other assumptions regarding the project, make sure these are clearly stated in your report.
Project Requirements
Your assessment task requires you to jointly investigate. plan and document (in a comprehensive and professional management report). a Construction Management plan for the project which encompasses site layout planning. bulk earthworks strategy. construction sequencing. resource planning, a detailed construction programme, cash flow forecasting, cost control strategies. and quality management procedures for the project.
Keep in mind that your multiple project consists of several buildings (or stages of the overall building). as well as the works around the buildings. The most important thing you need to decide is the sequence and groupings you will adopt to get all 12 warehouses completed in a reasonable time. For example, will you build them one at a time. or in groups? What are the key factors that will influence this decision? Your bulk earthworks strategy may influence your sequencing and programming for the overall project. or vice versa. What impact will OH&S issues have on your programme? Clearly explain your thoughts and reasoning.
Either way it is suggested that you should firstly establish (and state) an estimate of what you believe will be a suitable overall time frame. then work through (using basic planning principles) to establish the key tasks, their durations, labour resource requirements, trade overlaps, and the task dependencies to produce a detailed Construction Programme using MS Project. Compare your actual scheduled time against your initial estimation, and comment on any differences.
Establish an estimated cost of your project using broad estimating rates. and then use this and your construction programme to determine a cash flow forecast. and to identify suitable cost control procedures for the project.
As this is your first project. the finished quality of the works will be critical to its successful completion and your prospects of future work. so you should establish clear quality management plans and procedures for this specific project. which would be capable of being adapted to all future projects.
Present the final report in a concise manner. but in a way that is comprehensive enough to present to the local Council By-laws officers and your client. to satisfy them that you know what you are doing. You should include a marked up plan of your site showing the overall site. the buildings. and the factors listed above. The plan should be drawn using computer software of your choice.
In your discussion, explain how you will plan your labour and subcontract resources to match your chosen construction sequencing. and how you will achieve a consistent quality across all of the warehouses.
In the Appendix of your final report. include the Minutes of at least two meetings of your group where you have discussed your project in detail including action items and time frames.
