Final Project Guidelines -

Overview - The success of a policy-driven public health program is dependent on the practitioner's theoretical understanding of public health, as well as practical skills critical to the analysis, design, and implementation of the public health program. In addition, successful public health programs require community engagement and support of the target audience as well as key stakeholders such as providers, politicians, and caregivers.

The final project for this course is the creation of a program analysis and recommendation paper (12-15 pages). You will recommend an alternative program solution that addresses gaps or disparities in healthcare access, quality, or delivery in order to improve community or population health. The program will address the needs of the community, and your recommendation will clearly indicate the communication strategies to be employed to engage community members. The program should address a public health issue for which there is documented evidence justifying the need for the program in the community.

The final project is divided into four milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final submissions. These milestones will be submitted in Modules One, Three, Five, and Seven. The final product will be submitted in Module Nine.

In this assignment, you will demonstrate your mastery of the following course outcomes:

Analyze public health issues that impact healthcare access, quality, and delivery for informing program development and implementation.
Evaluate existing public health policies, programs, or strategies for their efficacy in achieving the overarching goals of health promotion or reduction in health disparities.
Recommend appropriate strategies that improve healthcare access, quality, and delivery for ensuring community and population health.
Assess the feasibility of recommended programmatic strategies given available resources and public health goals.
Select outreach strategies that are appropriate for communicating health policy programs or initiatives to the target audience.

Prompt - Your recommended alternative strategic approach should address a unique problem, as it pertains to a specific public health issue, related to the access, quality, or delivery of healthcare. Your recommendation must include the following critical elements:

I. Introduction

A. Provide a brief overview of the public health issue you wish to address. Identify the issue and its impact on the community.

B. How does the issue represent a gap or disparity in access, quality, or delivery of healthcare? Be sure to justify your reasoning.

II. Frame the Public Health Issue

A. Describe in detail the public health issue that needs to be addressed. Be sure to include the history of the issue, as well as the evidence that substantiates your claim that this is a legitimate public health concern.

B. What policies, programs, or strategies are already in place to address this issue? Be sure to provide specific examples.

C. How effective do you feel the existing policies, programs, or other strategies you identified are in terms of promoting health or reducing disparities? Be sure to support your reasoning.

D. Who are the key stakeholders and target population associated with or impacted by the public health issue? Support your response with evidence.

III. Describe the Alternative Strategic Approach

A. Propose an alternative strategic approach to the previously identified policies, programs, or strategies for addressing the issue and improving access, delivery, or quality of the public health program.

B. How do you feel this alternative will achieve desired public health goals? Support your response with research.

C. What resources would be required for this approach? In other words, what will be needed in order to plan, implement, communicate, conduct, and evaluate the strategy you have proposed?

D. Describe the advantages and disadvantages of this strategy. Be sure to support your reasoning.

IV. Implementation and Communication Strategies for the Alternative Strategic Approach

A. Describe in detail the potential implementation strategy for the alternative approach you have proposed.

B. What outreach strategies would you select to effectively communicate this approach to the target audience, and why do you feel this is appropriate for the target audience? Be sure to substantiate your claims with research.

C. What are some of the barriers you might face in trying to reach out to this target population? If you feel no barriers would exist, be sure to explain your reasoning.

V. Evaluation of Alternative Strategic Approach

A. How would you evaluate the alternative strategy or approach to ensure that it is meeting desired public health goals? Specifically, describe the type(s) of data to be collected, method(s) of collection, and frequency of data/program analysis.

B. Describe the communication strategy (or strategies) you would employ to disseminate program results to key stakeholders and program recipients.

VI. Program Recommendation

A. Based on your overall analysis, recommend your proposed alternative strategic approach to the access, quality, or delivery of healthcare, and justify your recommendation.

B. To what extent will your recommended solution ensure community and population health? Be sure to justify your rationale.

Milestones -

Milestone One: Public Health Issue and Existing Program: Selection and Rationale

In Module One, you will select a public health issue and existing program from a list (provided in the Milestone One Guidelines and Rubric document) you wish to address. You will also provide rationale for your selection and raise any questions you may have regarding the final project.

Milestone Two: Selected Existing Program: Description and Analysis

In Module Three, you will submit a draft of Section II: Frame the Public Health Issue. The 2- to 3-page draft will include a detailed description and analysis of the existing program you selected during Module One.

Milestone Three: Alternative Strategic Approach to Selected Existing Program.

In Module Five, you will submit a draft of Section III: Describe the Alternative Strategic Approach. For this 2- to 3-page paper, you will propose one alternative strategic approach for the existing program you selected during Module One (and defined during Module Three) that would improve it or bring it down to the local level. You will also describe what would be needed in order to make the alternative strategic approach a reality.

Milestone Four: Alternative Strategic Approach: Implementation and Communication Strategy (or Strategies)

In Module Seven, you will submit draft of Section IV: Implementation and Communication Strategies for the Alternative Strategic Approach. In this draft, you will describe the implementation and communication strategies for your proposed alternative strategic approach.

Final Submission: Program Analysis and Recommendations Paper

In Module Nine, you will submit your final project. It should be a complete, polished artifact containing all of the critical elements of the final product. It should reflect the incorporation of feedback gained throughout the course.
