As advances have been made in computer technology, criminals have found innovative ways to use computers to assist them in committing crimes. To combat these criminals: Congress has enacted legislation that gives more authority to state agencies and less to federal agencies. recent legislation has placed more emphasis on computer crimes related to theft of computer hardware or software and less on the use of a computer to commit traditional crimes. Congress has extended legislation concerning computer-related crimes to include situations in which the computer is the "object" of a crime or an instrument used to commit traditional crimes. Congress passed the Computer Fraud and Abuse Act as a part of the Crime Control Act of 1994.
