Wordpress Theme Change for New Site

I need to hire somebody to take an existing WordPress site as a base then make a new site from that base. The merely changes will be the look of the site (colours and images only), URL change, three professional looking slides for the slider and to change the functionality of the sorting menu's from the US to Canada. Instead of cities as well as states used in the sorting of images, I do like the provinces as well as limited cities within each province (no more than 40 cities) used.
