Define the Level 1 of maturity model

At this maturitylevel,software is developed an ad hoc basis and nonstrategic technique is used for its development. Success of developed software completely depend upon the skills of team members. As no sound engineering technique is followed, cost and time of the project aren't critical issues. In Maturity Level 1 organisations, software process is unpredictable as if the developing team changes, process would change. Testing of software is also verysimple and accurate predictions regarding software quality aren't possible. SEI'sassessment indicatesthat vast majority of software organisations are Level 1 organisations.
