Hiller Systems was performing a safety inspection after two men were killed at killed at their plant. A federal agency, the Occupational Safety & Health Administration, (OSHA) after sending Hiller a notice that they would do an inspection, appeared to investigate the deaths at the plant. Hiller refused to allow OSHA to enter the plant or to investigate in any way.
