Great insights into the difference between problem solving and decision making, as well as aspects of defining the problem! Interestingly, these terms are used interchangeably by many people. And, yes, you will see some definitions where problem solving focuses on the problem and where decision-making focuses on the choice of solution. I submit that for both processes, you need to follow similar steps - from defining the problem all the way to executing your solution.
