He suggests that the first steps are to generate an "inspiring and inclusive vision" (p. 22), solicit "public engagement" (p. 24) in the process, get people to invest deeply in the initiative, ensure that businesses with whom schools develop partnerships are socially responsible entities, and meaningfully involve students in change efforts.
