The Case study can include:
1. secondary sources, which may be prior cases, newspaper articles, company statement, reports from FINA, etc, etc. Look at ABI Inform and use google to identify this material.
2. Analysis of Primary Quantitative data on swimming performance. Is there a data set?
3. Primary qualitative data from interviews
Your challenge is to design a research method, justify selection of interview subjects, design an interview guide, interview a minimum of three suitable people, analysis and present the data arising.
If I were asking general questions of regulators, sports engineers or companies, the core questions I would want to explore would be along the lines of.....
(a) How are improvements in equipment/materials technology impacting performance in swimming?
(b) what is the nature of the relationship between equipment manufacturers and the regulatory body during the development of new equipment?
(c) Under what conditions do these technology changes lead to regulatory scrutiny?
(d) what options do regulators have when faced by a technology of concern?
Also unclear as to what the regulatory system is in swimming. have you established this? (I know, for instance, in golf all equipment has to be submitted for testing and approval to the sports governing body in the Uk and US. what about swimming?

As for empirical chapter -
- Since it's a case study and I have an interesting topic try and use everything in the right balance. Use secondary data over the swimsuit controversy from newspaper articles and various other portals to say a story of the events.(Portals like ABI Inform, Lexus/Nexus)
- Use graphical representations (done yourself, from data found) to show the effects on swimming performances and records broken etc. (quantitative and qualitative data)
- Use interviews and since they are only 3 interviews use coding softwares like Nvivo to analyze easily if possible or do manually.
- Link With the literature review and try answer all research questions aptly
That would also explain what I require the writer to do that document also encompasses the supervisor comments from the meetings!
