An educational researcher is interested in comparing the reading skills of children in three schoos systems. Inner City, Suburban, and Rural. A random sample of 4 children from each system provided the following reading scores:

Inner City--79-84-74-93
Suburban--90-84-87-95
Rural--79-73-67-78

Assume the samples comes from normal populations with equal variances.

At the 5% significance level, can the researcher reject the hypothesis that the mean reading scores of all children in the three school systems is the same ? Formulate and test the appropriate hypotheses. Use the critical value approach.
