My organization is pushing for all Testing and Evaluation (T&E) to maintain the day-to-day cost estimates for all assigned programs. The reason for the change was due to lack of oversight on the test and evaluation team. The Test Managers and Evaluators parameter became major concern despite the three levels of milestones that T&E need to cover. The push back from Test Managers and Evaluators during alignment of Project manager’s cost estimate and execution was complexity. Furthermore, Test Managers and Evaluators believe that the time spent in reconciling two different cost estimates should not be combined because of different funding source and oversights from two different agencies.
