Domestic terrorism is not a new phenomenon; however, law enforcement organizations appear to be facing a multifaceted domestic threat in the forms of Lone Wolf terrorism, special-interest terror groups, and radicalized persons. Briefly describe each of these groups, as well as their current and historic motivations, providing examples of significant incidents in the U.S. involving each.

Finally, identify the current structure in the U.S. to identify potential domestic terror threats, interrupt terrorist planning cycles, and mitigate the impact of successful attacks. Be sure to address the roles of Federal, State, Local and Tribal agencies and organizations in these efforts, as well as those of private industry and concerned citizens.
