Select one of these cases and thoroughly assess the problems or issues that were identified in the case as well as the solutions or conclusions that were made regarding the case. Next, identify and describe a related health information systems topic that encompasses a health care information systems issue; choose one that you feel would be a gap (a breach) or parity (a value) in or to the case. The topic should align with the selected case, for example: systems data collection or patient privacy/breach of patient privacy. Then, write a thesis statement and introductory paragraph explaining the issue to which you plan to propose a solution; include the topic you chose, its relation to the selected case, and the specific gap or parity you identified. Your thesis statement and introductory paragraph should be 300 to 600 words (one to three pages) in length and must provide a rationale for why you chose this health information systems topic. You must utilize at least two scholarly sources, including a minimum of one scholarly source from the Ashford University Library. Additionally, you must answer the following questions:

If you were in charge of addressing the issue within your selected case, what would your leadership role entail with regard to the proposed project?

Why is this topic important to health information systems quality?

What is the issue or quality identified? What improvements are needed? What features are identified?

How does this impact patient care?

How does it impact management and staff (the organization as a whole)?

What are the current conclusions drawn from the case?

Your chosen topic will be woven into the assignment for the subsequent weeks of this course. Every week, you will apply your newly acquired skills and concepts to your chosen topic, which will be incorporated into your Initial and Final Proposals in Weeks Five and Six. Your Final Proposal will be presented with your chosen multimedia platform used for Final Presentation in Week Six. Review the Minnesota Department of Health SMART and Meaningful Objectives. You will need to understand the concepts presented in this document in order to write your Initial and Final Proposals. Select one of these cases and address the following questions in your paper:

Analyze the part the Agency for Healthcare Research and Quality (AHRQ) plays in health care information systems acquisition.

Address the major concerns, and provide alternatives to alleviate these concerns.

Analyze whether or not value was added to health care information systems through acquisition.

Analyze how the system might advance or devalue patient care delivery.

Explain whether or not the current system can or should be maintained.

Explain what the literature states about this type of implementation/acquisition.

Explain who the gatekeeper(s) are in this type of acquisition.

Describe how cost is impacted with this system.

Describe the initial reaction to the system implementation/acquisition.

Describe whether or not the quality implementation/acquisition impacts your chosen topic for your Final Proposal and Final Presentation. This response needs to be one paragraph in length.

Systems Gaps and Parities

Before any health information system can be successfully implemented, there must be a team of experts who understand the vision and mission of both the health care organization and its stakeholders. Strategic health care leaders are positioned to propose system upgrades and/or implementations that can withstand inevitable organizational changes. Health information systems' leaders understand that predicting gaps and promoting parities in an effort to reduce data security risks, costs, and liabilities can only lead to long-term profitability. List five health information systems' leaders, and define their roles. Refer to your course text for these.

Explain who the stakeholders are in health information systems' implementation.

Describe the limitations in health information systems' data analysis.

Describe the opportunities in health information systems' data analysis.

Explain what the literature suggests. Include any applicable statistical and/or descriptive data.

Summarize the impact of predicting gaps and parities on quality improvement as it relates to the situation for your Final Proposal and

Presentation.

Explain your understanding of the HIPAA privacy and security rules.

Explain the significance of this case with regards to health care information systems, either in general or to the organizations that work in this field.

Explain whether or not any other laws besides the HIPAA laws were broken, and if so, which laws.

Demonstrate a clear understanding of HIT/QI acquisition by applying this in your Initial Proposal.

Your Final Proposal must be submitted along with your Final Presentation for this assignment. Both your Final Proposal and Presentation must include the following points:

Identify the needs that are present within your selected case study.

Explain each of the Minnesota Department of Health QI project SMART and meaningful objectivesfor your selected case study.

Apply each of the SDLC phases as they related to your study.

Demonstrate a clear understanding of HIT/QI acquisition, through its application in the Final Proposal and Presentation.

Use a decision-making model.

What role would you play? Explain your leadership role in the proposed project.

Develop your goals for continuous quality improvement (CQI).

Include the applicable federal and/or state laws.

Include all applicable information from previous weeks must be included.

The Final Presentation:

Must be at least 15 slides in length, excluding title and reference slides, have extensive speaker notes and formatted according to APA style as outlined in the Ashford Writing Center.

Must include a separate title page with the following:

Title of presentation
Student's name
Course name and number
Instructor's name
Date submitted

Must begin with an introductory slide with a succinct thesis statement.

Must address the chosen topic with critical thought.

Must end with a conclusion slide that reaffirms the thesis.

Must contain six to eight scholarly sources, including a minimum of two from the Ashford University Library.
