Research Paper: The Dodd-Frank Act and its Consequences for the Financial and Banking System.

The Dodd-Frank Act was designed to make another financial crisis less likely. Among other objectives the bill's eight programs took major steps towards regulating non-bank financial companies-such as hedge funds, the most complicated derivatives-like credit default swaps, and increased the Federal Reserve's authority to regulate the economy. Students are expected to provide a detailed analysis of each of those programs, including the influence of the Volcker Rule in this important piece of legislation. Finally students are required to pass an opinion on the success or failure (thus far) of this legislation. This is a paper of no less than eight pages (typed single space) and no more than twelve pages, plus, an additional page detailing the sources used. On the due date students must drop their Research Paper into the Turnitin Assignment Box located on Blackboard's Course Content. There is a great deal of information in the web about Dodd-Frank as well as in magazines, newspapers, and other media - so much that it could be overwhelming.

In order to help you navigate through that "wealth" of information and structure your paper, I recommend that you follow the following guidelines:

1. Start with a general description of the legislation and what it is trying to accomplish

2. Follow with a brief description of each of the sixteen Titles that compose the act, namely:

• Title I- Financial Stability
• Title II- Orderly Liquidation Authority
• Title III- Transfer of Powers to the Comptroller of the Currency, the FDIC and the Federal Reserve
• Title IV- Regulation of Advisers to Hedge Funds and Others
• Title V- Insurance
• Title VI- Improvements to Regulation (Main article the Volcker- Rule)
• Title VII- Wall Street Transparency and Accountability
• Title VIII- Payment-Clearing and Settlement Supervision
• Title IX- Investor Protections and Improvements to the Regulation of Securities
• Title X- Bureau of Consumer Financial Protection
• Title XI- Federal Reserve System Provisions
• Title XII- Improving Access to Mainstream Financial Institutions
• Title XIII- Pay it Back Act
• Title XIV Mortgage Reform and Anti-Predatory Lending Act is a very important part of Dodd-Frank and has to be included in the paper,
• Title XV- Miscellaneous Provisions
• Title XVI- Section 1256 Contracts

3. End the paper with your personal opinion on this legislation:

Has the government overreached and it this just another example of "big government"? Is this what has to be done to keep the financial institutions honest- "they had it coming "for their responsibility in the financial crisis? What has been the success or failure of the legislation thus far?
