A government agency in a Northestern city wishes to evaluate the effectiveness of a recently launched program to prevent alcohol drinking among teenagers.  Before the program was lauched a study found that the proportion of teen-drinking in the city was 13%.   They select a random sample of  n=100 teenagers and found that 9 of them had drank alcohol.  Using a significance level of 5%, what would be the conclusion of a hypothesis test to determine if the proportion of teen-drinking in the city has decreased ?
