IntroductionSpecial education courses have emerged as an important factor especially for thestudents who have disabilities and for those who have been facing issues in studying in aproper manner. It is noted that the children who born with disabilities suffers more than thosewho have privilege of learning and did not born with disabilities (Brownell et al. 2010).Therefore, it is important for the schools especially for the elementary schools to offer specialcourses for the development of the children with disabilities (Case-Smith & O'Brien 2013).From the survey it is found that there are very few schools that offer education for the disablepeople. Thus, different elementary schools in Texas are conducting different programs thatcan help the disable children to learn faster and lead a better life. The Cockrell Elementary issuch a school, which is conducting special programs to help the disable and needy people. Inthe following report detail about the special program, which is carried out by CockrellElementary has been discussed. 1.1 Cockrell ElementaryWhile discussing bout the special program conducted by the Cockrell Elementary, itis important to have some basic knowledge about the school and their vision. The CockrellElementary is a popular elementary school in Texas that offers education to the children. It isfound that this school offers education to all types of students including the migratedstudents. The management authority undertook several programs to motivate the students tolearn something new and encourage them to help others. Programs like Boosterthon, RoyalRun Boosterthon, Elementary Pep Rally and Family PE Night have already arranged by theauthority (Cockrell Elementary / Homepage 2016). The mission of this school is to introducethe children to a different world where they can learn kindness be humble and know the truemeaning of education. To accomplish their vision this school has a vision to undertake SPECIAL PROGRAM ANALYSIS4several programs that will help the children to learn practical things. They also have vision tohelp the physically and mentally challenged children to have education, which is similar tothe healthy children. 2. Chosen Program Several programs are undertaken by the Cockrell Elementary to help the students andaccomplish their vision. However, one of the best mission or program undertaken by theCockrell Elementary is to educate the children with disabilities. Therefore, the programchosen for this report is “Educating children with problems- A shared responsibility.” Thisprogram will be conducted with the students of Cockrell Elementary school, Texas, where100 students will be considered for teaching for a timeline of 6 months.2.1. History of the Program From past five years the Cockrell Elementary is arranging “Educating children withproblems- A shared responsibility” program. It is found that in every year this program isconducted with efficiency and the children with disabilities as well as the children within thisschool are benefited from the program. The numbers of the participants (disables children) inthis program are increasing rapidly. In the year of 2011, the Cockrell Elementary started theirventure to teach the students with disabilities with only 15 participants. From the report it canbe estimated that this year this school is going to have more than 50 participants. From theincreasing number of the participants it can be said that the Cockrell Elementary has gainedsuccess in their mission so far. In 2011, there were only 20 volunteer helpers including thechildren of the Cockrell Elementary. However, in the current year it can be expected thatthere will be more than 100 volunteers who will join to teach as well help the students withdisabilities. The 6 months leaning program in 2016 will consist of shared learning educationalong with providing education regarding comprehensive school health programs, which will SPECIAL PROGRAM ANALYSIS5target to address the physical issues among children as well as make them properlyunderstand the ways of conducting education in schools. Trained and licensedphysiotherapists are joined in this program. It can be assume that this program will be greatlyhelpful to aid the physically challenged students to improve their life style. 2.2. Budget of the Program This entire learning course will be conducted in joint sponsorship of the school andthe government and negligible fees will be taken from the parents who wish to enrol theirchildren in the course. The entire program has been estimated to cost around USD$ 11,000per student. In order to beer the budget of this program the school authority is also collectingdonations from the parents of the regular students in the school. The neighbours in the samelocality also extended their support to raise donations. Therefore, it can be said that theCockrell Elementary will be able to raise sufficient money to conduct the program. The entiremoney will be used in three purposes. The majority of the budget (45 per cent) is allotted forthe physical examination of the physically disabled children and offer then necessarymedicines. On the other hand 30 per cent of the budget is allotted to educate the children howto maintain themselves, such as taking care of their wounds, special types of bathing and theadministration of the emergency drugs. From previous year a special doctor has beenappointed to teach the children with disabilities to administer emergency drugs or inhalers (ifpossible) as this step is life saving. The remaining 25 percent of the money is allowed to usein the training of the parents of the special children. The authority included this section in thecurrent year. This is because, in most of the times it is found that the parents do not havespecial training to take care of their children, who are physically, challenged.
