A local court is formed under the constitution of that state and is binding on the all the individuals of that state, whereas, the ICJ is the result of multilateral treaty and the subject of the ICJ are the individual member states.

ICJ came into being with the UN charter. Prior to the ICJ there was a Permanent Court of International Justice which was formed under the League of Nations. UN charter is a multilateral treaty which consists of 111 articles which includes the Statue of ICJ.  It was decided that any state which ratifies the UN charter will also have deemed to ratify the Statute of ICJ.
