  • The value of the work or goods should be of a lesser value and the nature of business should be urgent. You can also consider this as a parameter to adopt shopping.  
  • Material or goods which are readily available. (The materials are readily available in the market or within your organisation).  
  • A competitive market is present. You can also consider this as a parameter to adopt shopping as this gives you an edge on price. 
  • Pre-selected list of qualified contractors and suppliers are prepared for different categories of works/goods.
