Patient management system for a hospital, Software Engineering

Maintain you are involved in a large project concerning the development of a patient management system for a hospital. You may opt for one of two plans. The first plan is to start with a by analysis of user requirements, then build the system according to these needs. The second plan begins with a less complete needs analysis phase, after which a pilot version is developed. This pilot version is installed in a few departments. Further development of the system is guided by the experience gained in working with the pilot version. Talk about the pros and cons of the both plans.
