Then it would to reduce the people who infect HIV thru the reusing syringe as well. It is because in this plan, there are free syringe and disposal containers will be provided in public.

Weakness

The weakness of this plan is that it should take long time to introduce the programme. It makes problem when promote the programme and propagandized the safety using syringe and disposal, because Maribyrnong is an area where has big mobility of population and various races, when new people join in Maribyrnong, the syringe management plan is hard to delivery to them everyone clearly.
