How to create a high-level objective for each functional, Operation Management

I have determined that McDonald's utilizes a Divisional Structure by Geographic Region organizational structure. First, is this correct? Second, what type of structure would best suit McDonald's? Finally create at least one high-level objective for each functional group in the organizational chart and state how each would be measured.
