Bills:

Further an Act of Parliament begins as a Bill that is the draft of law that Parliament intends to make.  In section 46(1) of the constitution states like "the legislative power of Parliament shall be exercisable through Bills passed with the National Assembly".

Types of Bills here as;

A.      Bill may be: like given

  • A Government Bill, whether it is presented to Parliament through the Government along with a view to its becoming a law where approved through Parliament.
  • A Private Members' Bill whether it is presented to Parliament through some members so in a private capacity and not on behalf of the Government.

B.      Bills may also be divided  here in Private Bills and Public Bills.

(a)   However a Bill, if a Government Bill or a Private Members' Bill so, is a Public Bill whether it seeks to alter the law throughout England.  Like here an example is the abortive Marriage Bill, 1979, whose aim was to intract a uniform marriage law to all Englandns irrespective such their racial, religious or ethnic differences.

(b)   Moreover a Private Bill whether it does not seek to alter the general law but rather to confer special local powers. Like as example is when a local authority like as a Municipal Council utilizes power to purchase land compulsorily.
