2) Procedures constitute a simplified methodology for training operation-level personnel. Once the trainee has grasped the steps necessary in the activity, the organization has created a suitable worker.

3) Procedures are useful as devices for handling emergencies. In such situations, people affected only need to follow the procedure and in that way manage the emergency.
