Performance Measurement & Benefit Realization will work with business areas to develop metrics and reports that measure the performance of work processes. In addition, these work processes may result in benefit realization models that reflect improvement from implementing new work practices or making supporting system changes.
You have been assigned to work with a project team to conduct an analysis of the corporate recruitment process. The high level process is outlined below:
The Recruitment Manager indicated that the number of vacancies is high due to an increase in the number of people retiring and the workforce demographics show this trend to continue over the next 3-5 years. Business areas filling the vacancies are already complaining about the time it takes to fill a vacancy. Due to budget restraints, they need to "do more with less" and show a 25% productivity improvement and current overtime requirements are tobe significantly reduced or eliminated. The Manager has also indicated that they will definitely need to make some changes to the process and that they will need some reporting to show the work at the various stages throughout the process.
Please prepare a 15 minute presentation summarizing your approach as well as a preliminary work-plan of the steps you will follow to conduct an analysis of the issues in the recruitment process and develop the necessary performance metrics. Your audience is the Recruitment Manager. Please consider the following in developing your work-plan:
• What data will be required to be available and why will you be asking for the data?
• Who do you need to talk to so that you fully understand the process change impacts on worker productivity and overtime?
• What sources do you think would be helpful and who would you need to talk to about the data available to measure worker productivity and overtime?
• What other metrics (besides productivity & overtime) may be required to assess the impact of the change?
• Who do you need to review your proposed metric and report design plans with before proceeding to implement the new performance measure(s)?
