Suppose that the CEO of a company proclaims "our strategy is crystal clear" we will do XYZ and then workers see them doing ABC. In the workers eyes it means one or two things the firm does not have a strategy, or top management is really confused.

How can management convey to the employees that management has a strategy for decisions making.
