Willie Ray Burwell browsed through the Giant Genie food store. He went to the checkout line and paid the cashier the total for his groceries. When Burwell picked up his bags of groceries and started to leave the store, the manager blocked his path and accused him of stealing two cartons of cigarettes. The manager grabbed Burwell's arm and pulled him toward the store office. After searching Burwell's bags and patting him down, the manager found no cigarettes.
