A police officer is driving his marked patrol unit and not on an emergency call. While driving, he is reflecting upon his lap top screen looking at the computer aided dispatch calls pending resolution. He does not notice a vehicle lawfully stopped at the red light and rear ends that vehicle. Right before the crash, the driver of the other vehicle looks up into her rear view mirror and sees the police car coming and puts her in fear and apprehension of immediate harmful contact (ie. a pending crash).
