"Zeno's reasoning, however, is fallacious, when he says that if everything when it occupies an equal space is at rest, and if that which is moving is always occupying such a space, the flying arrow is there motionless."

"The second argument is the so-called'Achilles', and it amounts to this, that in a race the quickest runner can never overtake the slowest, since the pursuer must first reach the point where the pursued started, so that the slowest must always hold the lead."

What I need to know about the two quote above are:

what are the two main philosphical concepts involved in the arguments? or to put it another way, why exactly does zeno's arguments propose that the arrow never would arrive at its destination, and why exactly does zeno's argument propose that the runner could never overtake the party being pursued? zeno presuppose two specific philosophical concepts in order to arrive at his conclusion. what are the concepts? why would he not be correct.
