There are occasions when HR is seen as the police in ensuring that the organization is abiding by the policies and procedures established to create a legal and ethical work environment. Sometimes, a supervisor or a manager may want to circumvent the hiring procedures to employ someone who they are seeking to employ and may try to pressure HR into allowing this to occur. Unfortunately, this may present HR with a negative image when they may be seen as unresponsive to the needs of the hiring officials, but HR must maintain the integrity of the hiring process.
