Is civil disobedience obligation-blatant disregard for life

Many of the Jews who were killed in WWII thought that they would be rescued, did not take the threat(s) seriously enough, or simply followed the orders of the (perceived) authority. At what point, if any, is it the citizen's responsibility to fight back against the state? Is civil disobedience an obligation when presented with such blatant disregard for life?

I am doing a reaction paper on a book 'NIGHT', by Elie Wiesel, above is the topic. I just need some ideas.
