This week we will look specifically at howCongress limits or expands the power of FEMA. Using some of the more recent"mobilizations" of FEMA as examples, answer the following questions:

1. What abilities and powers does FEMA have in an emergency?

3. How does FEMA interact with state and local emergency management agencies?
