You have been hired as the Director of HIM (Health Information Management) for Runnels-Poplar General Hospital, which is a new 250-bed facility that opens in six months. You are responsible for determining and designing the HIM (Health Information Management) functions for the hospital.

Prepare a 1-page executive summary or an administrative report with the following information.

Discuss the detailed ways in which you would use the functions of management to achieve the development of this department from the ground up.

Discuss HIM-related elements you would include such as design and location within the hospital, types of positions and salary ranges, types of reports that will be produced by the department, names of policies and procedures and specific areas within the department.

SCENARIO

You are the HIM director for a small 140-bed county-owned hospital in a rural area.

The department has become backlogged in ROI since your correspondence coordinator's resignation was received two weeks ago.

The correspondence coordinator resigned following an extended leave due to injuries received from a car accident that occurred three months prior. She was out of work for major surgery and rehabilitation, with the intent to return when she was able. She has worked for you for three years and was rarely out of work until the accident. In the interim, you had employees cross trained to help cover the ROI work.

You approached administration about hiring a temporary employee a month after your employee was out on leave but administration did not give approval. When the employee turned in her resignation, you submitted a request to replace her position and administration has approved it. You''re in the process of accepting applications and scheduling interviews.
The business office claims manager has been calling regarding bills held due to pending copies of medical records needed to support the claims. The business office manager called just this morning concerned that an increase in accounts receivable is due to the backlog in ROI.

Two days ago, the hospital administrator requested that you submit a detailed report on the ROI status. It is due today. You''re gathering the necessary data to compile the report for administration when one of your inpatient coders comes into your office and asks to meet with you. She seems upset. Your report is due in two hours and still needs a lot of work to be completed.

Runnels-Poplar General hospital is new and about to open hospital and it has all the features and aptitude to be covered for meticulous health information management. At present the hospital is proposed to have about 250 beds and hence there is need for considerable effort in upgrading the designed capabilities and for deploying new capabilities for well management of Health information management.

At the outset, the confidence of the executive council will be taken for approving the implementation of the Health management system in the hospital. Secondly the existing resources for meeting the requirements of HIM will be analyzed. The gap in the resources will be analyzed further for effective meet-up of the HIM requirements (Lippeveld et al, 2000).

Thirdly the procurement of the resources will be performed. And in the last phase, the resources will be placed with all the manpower and other requirements needed for effective management and maintenance of HIM.
