This week, we have been discussing a fundamental problem known as scarcity of resources. Any ethical system that deals with healthcare has to deal, in some way, with this problem. If you had to devise your own solution to the problem of distributing healthcare (in light of scarcity of resources), what kind of system, mechanism, etc. would you try to implement to maximize factors that you deemed most worthy of affecting a healthcare decision (i.e. fairness, effectiveness of technology, cost, etc.)? Why? If you think a particular philosopher has a good solution to this problem, then explain that philosopher's solution, how it is supposed to work, and what factors are relevant to deciding who gets access to the scarce resources.
