Scenario -

We discussed the fundamental "American" value and the importance of Democracy as well as the implication of majority rule for purposes of political decision making and formulating appropriate strategies so as to influence political outcomes. It has been determined that the government needs to make a determination as to the imposition of a minimum wage. With that said, the legislature must determine the appropriate policy outcome, given the district preferences identified below. Assume the preference rank ordering reflected in the below table.
