Discuss whether you think governmental regulatory agencies such as OSHA should be involved in promoting safety and health management systems. After all, the agency's original mandate was to promulgate and enforce standards. Should they be in the safety and health management systems business or should they leave this kind of work to organizations such as ANSI, ISO, ILO and similar organizations? Do you think OSHA should promulgate a rule requiring companies to implement a safety and health management system? Why?
