a) In the light of appropriate examples to illustrate your arguments, justify the intervention of the state in IRS development

b) Critically analyze the different tools and mechanisms which the government has set up to manage the scheme and to ensure that development is conducted within the framework of sustainable development. You are expected to use examples which are highly applicable to the Mauritian context
