Discover a cool new "type II" restriction enzyme that cuts DNA whenever it finds the sequence: 5'-TCCRAC(N)20-3' , where "R" means the base could be an "A" or a "G", and "(N)20" means any sequence of 20 nucleotides long. In theory, how many cuts per kilobase of DNA would this enzyme make in the human genome, assuming that the human genome is 3 x 109 bp long and is 40% GC?
