Ha Noi & Sai Gon Bank Corporation (HSBC) is a recently formed retail and mercantile bank headquartered in Ha Noi with significant branch operations in Ho Chi Minh City. You are a retained international Human Resources Consultant and have been retained by HSBC to advise them on their plans to internationalise. The company already has a successful operation in Viet Nam and employs a mix of Vietnamese and expatriate banking industry specialists. The company wishes to expand operations to South Korea, Japan, the United States of America and the United Kingdom. The thinking of the Director of International Operations is that there is a business opportunity with countries that are leading Foreign Direct Investment partners into Vietnam's economy.
However, HSBC's Human Resources Director feels rather overwhelmed and seeks initial guidance from you on two specific areas: (i) The optimum mix of Parent Country National (PCN's), Host Country National (HCN's) and Third Country National (TCN's) that the company should aim for and (ii) how to take account of the differing salaries and other remunerations that will be required by the country and PCN/HCN/TCN mixture.
The Human Resources Director has requested solid, academically-based advice from you to help the company enter these markets with a good understanding of the staffing options and total rewards (remuneration) issues it will face.
