A fuel oil with the mass analysis 87% C, 11% H, 1.4% S, 0.6% inert matter burns with 120% of theoretical air. The hydrogen and sulfur are completely oxidized, but 95% of the carbon is oxidized to CO2 and the remainder to CO.
