A small Municipality population predication shows an increase of 3.2% over the next 15 years. The Municipality in developing, Master Plan, consider the future infrastructure requirements for the increase in population which also includes drinking water requirements to fulfill needs of the future growth requirements.

The Municipality has undertaken in Environmental Assessment with several alternatives and selected an alternative for future drinking water requirements which is more economical and pose less environmental consequences and is the shortest possible route for the future pipeline. The best alternative is short route and cost effective.

However, the best alternative alignment for the proposed pipeline is passing through a small wetland and has to cross local creek named Tributary 1. A group of people known as friends of the Tributary 1 and property owner are against the proposed best alternative. They think that the proposed local alignment of the pipelines is passing through stream and private property where there is wetland which may have species at risk which needs to be protected. Also, the groundwater may fluctuate quite often in one section of the proposed alignment.

You are project engineer working with a consultant to undertake an EIA process to assess the impact of the proposed alignment of the pipeline on the wetland and the stream.

1. Describe the steps of an EIA process for the above subject project;

2. Who will you consider in public participation and why;

3. What type of base line data will you need for the EIA;

4. Develop an ICID checklist by considering the environmental problems and its affects. The checklist should provides a comprehensive and practical possible impacts of the projects on the environment;
