Much has been written about program evaluation. There is a great deal of academic and applied literature available on the subject of program evaluation. Remember that you are writing about a program evaluation, developing a plan, not acutally evaluating anything.

Before we begin an evaluation, we have developed a plan to follow. The plan has to include:

The identification of the evaluation we are proposing, which includes justification for the evaluation, who we are doing the evaluation for, and what the purpose of the program is that we are evaluating.

Litrature review about the purpose of program evaluation, various methods of program evaluation, and information about programs similiar to the one we are evaluating, particularly where we can find literature about similar program outcomes.

The methodology we will use to evaluate, will we do interviews? Will we look at data? What kinds of data? Where will the data be sought?

Who will we interview? Why are these sources relevant? The methodology explains how we will accomplish the end result, and explain the process of how the evaluation will be performed. .

Note that there will be no findings section, because we are not doing the final step of evaluation; thus, there can be no recommendations for change or confirmation of what is being done in the program. Don't make the mistake of including these.

Each term some students want to write their opinion of the plan; that is not the purpose! Some want to interview people, often students, about the performance of NPD; that is not the purpose!

The Assignment

For the past three years the City of Nacogdoches Police Department has been actively engaged in an attempt to decrease traffic accidents through effective and active enforcement of traffic laws. Develop and describe an effective evaluation plan for determining effectiveness.

Describe the evaluation process; discuss data sources and what types of data would be needed; describe how you would establish success or failure. Note: Do not do the evaluation; write the plan for how you would perform the evaluation.

Quality is worth more than quantity - there is more value in a good concise response than a lengthy burdensome one. For our purposes, "good concise response" means short, but fully informative. Write professionally!

Your response is to be no less than five pages, and not more than seven pages, excluding cover and references. Anything less than a full five pages will resilt in no credit. This is required to meet the minimum content standards of a writing enhanced course.

There should be a minimum of three academic references cited in the paper.

Your paper should have 1" side, top, and bottom margins; typed in Times New Roman or Arial font, 12-point type-size. Lines are to be double-spaced; first lines of paragraphs should be indented.

Quotations are discouraged, but if deemed necessary, you must be sure to cite them properly in the paper and with an endnote in the APA style. All references, citations, formatting and style are to conform to APA Publication Manual, 6th Edition guidelines.
