2) What elements of state and local government effect the issue? For instance, does it seem that the state is overstepping local governments? How does federalism influence the discussion about the issue? This section should utilize at least one concept you have learned from the course to contribute to understanding the issue.

3) What is your position? How has the class influenced how you think about this issue?

Students should research the issue using information from the news, policy advocacy groups, and government to help explain the issue as well as the text book. Students are expected to use a proper citation method (preferably APA) to provide credit to the sources used in developing your paper.
