In terms of its impact on respect for, enforcement of, credibility, legitimacy and strength of international law, is it better for a country to sign and ratify a treaty that they do not enforce or comply with domestically or or to not become party to the treaty at all? What are the ramifications for a treaty with few states who are party to it? What are the ramifications of a treaty with many parties, most of whom do not obey the terms of the treaties?
